Scottish Water Criteria for Vesting

As part of the implementation of the new Facilitation Process, effective 1 April 2017, Scottish Water provided customers with a set of procedures to enable assets to vest in Scottish Water.

 

The aim of the new process is that it is simpler and quicker for customers to vest assets and so transfer responsibility for operation and maintenance of those assets to Scottish Water.

Request to Vest

Once your application has reached the stage at which you are ready to make a request to Scottish Water to vest your assets, please complete the Request to Vest your water mains form within our portal.  If you are unable to use the portal, you can contact our Development Services team on Freephone 0800 389 0379 or email developmentoperations@scottishwater.co.uk and we can assist you with the completion of your application.  Alternatively you can access copies of our applications via our Document Hub.

 

Request to Vest Criteria

Please note: all 3 criteria must be met in order to submit a Request to Vest form:

Water Assets

  1. Asset should be complete and fully compliant with Scottish Water specification
  2. Asset should have at minimum 2 properties connected
  3. Asset should be achieving operational flows

Sewer (Waste Water) Assets

  1. Asset should be complete and fully compliant with Scottish Water specification
  2. Asset should have at minimum 2 properties connected
  3. Asset should be achieving operational flows
  • Asset needs to be fully constructed.

Example: if there is one foul sewer asset in one application that is 100m, then Scottish Water will not consider vesting when only 50m is built. 100m must be fully constructed to commence the vesting process.

 

  • Scottish Water will accept Request to Vest forms on individual assets within one application.

Example:  Scottish Water will progress the vesting of the surface water and SUDS for case ref. 720001 with the view that the foul and Pumping Station for case ref. 720001 will be applied for at a later stage.

 

Definition of Operational Flow for Water Assets:

  • Full asset to be constructed and achieving minimum flow rate through the main to ensure adequate turnover

This is to ensure water quality to customers and remove the risk of stagnant/contaminated water

 

What we are looking for:

  • All tobies and boundary boxes are complete and Bylaw compliant
  • A minimum of 2 properties connected

What we are not looking for:

  • Roads to be finished or asphalt levels to be in place
  • All habitation certificates
  • All properties do not need to be complete

Definition of Operational Flow for Sewer Assets:

Gravity Sewers

  • Full asset to be constructed with at minimum two properties connected

Pumping Stations

  • Full asset to be constructed with at minimum two properties connected
  • Pumping Station to empty at minimum once every 24 hours

Surface Water Assets

  • Full asset to be constructed with at minimum two properties connected

Definition of Spine Assets:

Spine/Trunk Water Asset is: A water asset that receives many tributary water assets and serves a large area

Spine/Trunk Sewer Asset is: A sewer asset that receives many tributary sewers and serves a large area
